Abstract

A Master Plan for Higher Education in California,1960-1975 established a systematization development mode for California higher education.On the view of systemization,the expatiations about the differentiation of functions,management and coordination,student admissions and the construction of new campuses are the key content of the 1960 Master Plan.Those make up of the basis of the theory about the systemization development mode.
