Proposals for Accelerating the Development of Emissions Trading in China under the Background of Low-carbon Economy

Abstract

Based on the foreign experience and practice of our country on the emissions trading,this paper proposes to strengthen the legal system,build a strong scientific monitoring and supervision system of sewage,implement compensation for the initial distribution of tradable emission rights,and actively cultivate the perfect emissions trading markets in order to accelerate the development of emissions trading in China.
