In the contemporary era democracy as a political value has been generally accepted and enforcing democratic system has become a world trend.There are two forms of democracy,direct democracy and indirect democracy(representative democracy and liberalistic democracy).Direct democracy is only a ideal,and indirect democracy is the leading form of social development.Participation is a core element in any democracy.With many problems of the representive democacy appearing,studing the function of civil participation in the modern liberalistic democracy is of importance.
