Abstract

Public interests is an uncertain concept,but it is widely used in administrative law,so it is needed to make an analysis on its concept. To avoid the administrative organizations taking up the huge space to abuse the power.In the text,the author suggests to limit the administrative power properly in three aspects,including legislation,administration,judicature.
