Abstract
Disadvantaged groups, as a phenomenon of social contradiction derived in China's economic reform, have become an economic, social and political problem in China. The reasons for their formation can be analyzed in economic and institutional terms. To improve their economic and social status, consideration should be given to such aspects as social development conception and national comparative-advantage strategy.
