The Snowden incident exposes the large surveillance program implemented by the National Security Agency of the United States,rousing strong protests of the world.However,all these actions authorized by the Foreign Intelligence Surveillance Act(FISA) began in a special context and stills plays an important role in America' s national security after repeated modification of function and underling value since its implementation in 1978.
