THE BUSINESS INVESTOR who considers making an investment in a foreign country must first analyze the economy and politics of that country to determine the investment climate there. Then, if that study is favorable, he would proceed to make a market and profit analysis to establish a rate of return on his potential investment. And should that return be adequate he will finally be in a position to make his investment with confidence. It is the first step of the analysis, exploring the investment climate of a foreign country, that we will probe here. A specific country, Mexico, was chosen for examination to allow for a more specific commentary.
