The Economic Impacts and the Future Development of China′s Subsidy Policy on Renewable Energy——Based on the Analysis of Wind-Powered Electricity Generation

Abstract

Thanks to the strong support of a series of subsidy policies,China's renewable energy industry developed very fast,but at the same time,the policies make changes in costs and prices,and welfare transfer effect.Based on the analysis of welfare effects of the subsidy policies,and the measurement of the average development costs,costs burden of the industry and the burden of living consumption,the author finds out that China's subsidy policies on renewable energy mainly focus on the wind power and solar energy equipment manufacturing,electricity factory construction and the operation.Despite of the small welfare effects on different industries and residents,there is the problem of unfair burden sharing on them.In the future,China's subsidy policy on renewable energy should be transferred from the equipment manufacturing and factory construction to the research and development of advanced technology,and subsidy and cost-sharing burden should be set in detail based on the factors such as technology,resources,dynamic cost,and environment effects.
