Abstract

Transferring industries in gradient does not necessarily ensure the regional economic development of the West. The traditional superiority of energy doesn't mean regional and market superiority. Therefore, the development of regional economy in the West lies in innovation of systems and ideology, favorable strategy of human power, and the policy of developing high-tech and ecological industries instead of traditional industrialization.
