Abstract

Heilongjiang Province is not only an important industrial base,agricultural base,but also an important energy base in China.Comparatively speaking, Heilongjiang Province is short of water resources and it is more and more remarkable that water resources are restricting economic development.The paper gives a general picture of water resources;studies water resources characters and sustainable utilization in Heilongjiang Province and put forward some countermeasures.
