Abstract
In October 2008,the Third Plenary Session of the 17th Communist Party of China Central Committee stressed the need that the country should establish a modern rural financial system and promote the establishment of a sound and safe rural financial system with the integration of commercial,cooperative and policy-based finance. Jilin Province in Northeast China is a major agricultural province. The lag of rural financial system reform in Jilin Province has restricted the development of its rural economy seriously. This paper,which is based on the development of rural finance in Jilin Province and the in-depth analysis of its problems,has put forward countermeasures and proposals to improve the financial system and promote financial development in rural areas of Jilin Province.
