Abstract
With the introduction of competition into telecom industry, Universal Service Fund has become one of the most effective measures to implement Universal Service. China's telecom industry has reached a consensus on the establishment of Universal Service Fund. This article tries to discuss the administration of Telecom Universal Service Fund. We think that a responsible administration foundation should be set up to manage the fund effectively. At the same time we raise some principal rules the foundation should obey.
