Abstract
Rural carries not only the function of social security,but also the duty of economic development,emotion and culture functions and so on.In reality,the function as of rural was promoted because of the absence of rural social security.Thus,the understanding and practice of land for security was generated.In practice,it is found that this proposition is unequal.To understand the unequal relationship between the equity of and the rural social correctly,and to grasp the development trend of social accurately,the relationship between circulation and rural social should be treated correctly by means of strengthening and perfecting the rural social security,protecting the contract management right of peasants by law and helping peasants to create more wealth and strengthening the culture of small towns.
