Abstract

K. Marx and F. Engels thought that the ownership is a basic problem of socialist revolutionary movements, communism should eliminate private ownership, but this is a course realized progressively. Practice has proved that in the undeveloped country, setting up socialism through a quick implementing of ownership totally socialized is unfavorable to socialist development. The break-through that the socialism with Chinese characteristics is made on the ownership reform lies the followings: in the primary stage of socialism, while consolidating and developing publicly-owned economy, we should encourage, support and guide the development of non-public economy, set up the basic economic system of keeping public ownership as the mainstay of the economy and allowing diverse forms of ownership to develop side by side. Implement this action, which brings about an advance in socialism productivity greatly, a welfare of people and an enhancement of the overall national strength.
