Abstract

There are only two articles related to the minor crime in the Criminal Law in our country,which do not favor to protect minor criminals because of many deficiencies.From the angle of these deficiencies and with the overseas beneficial experience,the article proposes the corresponding perfect measures one by one,including the consummation of the Article 17,Section 2 of the Criminal Law,adding exemption from sentence,fine punishment,non-penalty punishment method and so on.
