Abstract
Based on Granger-Causality test to the relationship of fiscal expenditure on supporting agriculture and agriculture economic growth,in this paper production function was used to mensurate the marginal production effect of fiscal expenditure on supporting agriculture, and the cause of structure warp of fiscal expenditure was discussed from two aspects: constitution and executive of fiscal expenditure on supporting agriculture policy. The main conclusions were: insufficient investment to agriculture public goods restricted greatly the potential of continuable growth of agriculture. To improve maximally the allocation effect of fiscal expenditure,we should increase the investment to agriculture research sharply, and reform and optimize the constitution and executive of fiscal expenditure on supporting agriculture policy.
