Abstract
America and Japan are the first two countries that have entered higher education's massification.Though the two countries have chosen nationalization and privatization mode according to their own national conditions,they put the core of higher education's massification on the enlargement of the new short-term higher education institution and make complete higher education legislation and correct policy ensure the realization of higher education's massification.
