On Fee Distribution of Electronic Waste Disposal

With the rapid development of the information industry, the disposal of the electronic waste has been a tough problem on a worldwide scale. However, few relevant regulations and measures can be found to tackle this problem in China. Moreover, there is not any reference to the distribution of the disposal fee which takes up a critical part in electronic waste treat- ment. Fortunately, the developed countries, such as EU, Germany and Japan, have set us good examples through a relatively comprehensive regulation framework and mature implementation practice on electronic waste disposal and fee distribution. In addition, the principle of Extended Producer Responsibility (EPR) has provided a solution to the aforesaid issues at a theoretic level. As for our country, with the aim to accomplish the requirement of Circular Economy and Sustainable Development, great efforts should be made to solve the out-of-order situation on electronic waste treatment. We should take a positive attitude to learn from foreign experiences, formulate the relevant regulations, and establish the advanced disposal fees paid by consumer under EPR.
