Abstract

Food market may fall into failure because externality and information asymmetry.Market failure is objective reason of food safety problem in our country.Government regulation is necessary to resolve it,but government also has defects.The expression of government failure is lax regulation.Lax regulation is subjective reason of food safety problem in our country.The effective mode of food safety regulation is multiple governance system of government,non-governmental organizations,consumers and social public.
