Establishing Landscape Planning System in Transitional China

China's rapid urbanization has destroyed many historic and cultural landscapes,which has resulted in a series of very negative effects on China's sustainable development.This paper reviews the institutional predicament faced with landscape planning,and analyzes the low legal status and weak function of landscape planning in China's national spatial planning system from the aspects of landscape legislation and management.Drawing on the experience of Germany's landscape planning system,the paper suggests that legislative measures should be adopted to enhance the legal status and function of landscape planning in China's national spatial planning system,so as to establish a new landscape planning system which will parallel an urban-rural planning system.In this new planning system,landscape planning and urban-rural planning are coordinated with each other at three levels,and they could also guide each other's sub-level planning,thereby,giving landscape planning the potential as a tool for sustainable development in transitional China.
