Based on the issues of the development of the industrial clusters and enterprises on circular economy,in order to achieve the sustainable development of industrial clusters and enterprises,industrial clusters should be encouraged to promote circulation of industrial process within enterprises,between enterprises,and between enterprises and society.Geographic space of industrial clusters is still limited in the process of informational industry amalgamation.Agglomerate circular economy will become an important formation mechanism of industrial clusters.The principle of agglomerate circular economy is an important principle to design the policy of industrial clusters;recycling utilization of waste is one of the factors affecting spatial expansion of the company.
