Abstract

One of the objectives for China's curriculum reform in foundation stage is to implement the country-province-school management system.However,many curriculum leaders are still feeling puzzled about their accountability.It is argued in this paper that there are four levels of functions in primary and secondary schools in Australia.By analyzing their accountability,it is hoped that there should be some implications for China's school reform.
