A Study on Government Emergency Management System based on the Model of Crisis Management

Abstract
Taken the opportunity of the SARS crisis in 2003,China has gradually built up a comprehensive government emergency management system.However,there were some problems with this system in practice,such as,having no clearly-defined responsibility,having difficulty in implementing specific emergency management work and so on,so that it was almost reduced to nothing.From the perspective of the model of crisis management,this paper discusses in-depth the probability of establishing a government emergency management system of the whole process and all disasters,puts forward a new idea on establishing the government emergency management system and its operating mechanism centered on functions of government emergency management system in order to provide a reference for setting up and amplifying China's government emergency management systems at all levels.
