Abstract
In water resources allocation, the principles of validity, impartiality and sustainability should be kept to. But, in practical use, there are few researches conducted in this field by now as to persevere, embody and quantify these principles in operation. The authors try to discuss the problem of water resources allocation and establish the mathematical functions for the principles based on the basic theory of the three principles in this study. With quantification of the principles, the principles are measured through rational treatment. The research can offer credible reference for decision maker in water resources allocation practice.
