Abstract

Every country in the world makes a series of policies one by one to advance the educational reform as the 21th century comes forward Act on Higher Education promulgated by our country is to take as one of the main tasks of the higher education to promote the train of the talented persons. The talented persons are needed for developing the future world, so they should possess four special characteristics.
