Abstract
The capital is a basic element of economic development. The regional economic development in our country is imbalance, a main factor lies in the capital-forming difference within the regions. The key of fast-developing in eastern area lies in that eastern area set up the efficient capital-forming mechanism, the efficient financial system arranges had promoted the forming of the capital greatly, thus met regional economic development's demands,and this is exactly scarce to backward west area; Then, what is the origin of the difference of the regional capital-forming mechanism? This text attempts to probe into this question in terms of economics, and then put forward the development strategy of the west finance in the great development.
