Abstract
From the 1980s till now,agriculture science and technology system in China experienced stages of rapid development,devolved powers and institutional reform.This article examined the development of agricultural science and technology promotion system of basic government departments and analyzed the present situation and problems in Liaoning province.It also suggested establishing a complete agriculture science and technology promotion system at basic level.
