On the limitation and countermeasure of laws about villager autonomy

Abstract
Villager autonomy is the invention of Chinese peasantry.Because of its short history,villager autonomy has many problems,for example,the relation between the two councils and that between village and town aren't clear.The main reason of these problems is limitation of laws.First of all,the location in the institution of villager council is prone to puzzle us.Secondly,the blurry regulation above the relation between villlager council and the related organization disturbs the villager council's work.Thirdly,the conflict of related laws makes us lose our choice.We must reform outdated and irrational rules and regulations in order to solve the problems in villager autonomy.
