Abstract

Using the modern property right theory, analyzed the non-integrity of property right on China farmland. Therefore, it points out the current failure on cultivated land protection and its consequences. Based on these, thought that the effective way on cultivated land protection should be: authorizing the farmers the complete cultivated land property right; restraining the government`s behaviors.
