The establishment of International Criminal Court is the most significant event in the history of the development of international law.It means that in the history of human being the emerging of the permanent international criminal judiciary institution based on individuals.The main reason that International Criminal Court(ICC) arouse the concern of international society is it's specialty of jurisdiction.The specialty of jurisdiction is the criminal jurisdiction for the individuals and the criminal jurisdiction for the individuals the part of national sovereignty before.In order to pursue the double values of keeping international justice and guarding national sovereignty,the characteristics of the criminal jurisdiction of ICC are defined as supplement,limited automat and limited universality.
