The rule of virtue of pre-Qin dynasty confucian school was important achievement of confucian summarizing and developing on ancient political culturehis purpose was to find one kind of ruling style to give the rulers who were in dan-gerous condition but it had not been accepted by the rulers until MengZi because neither Confucian nor MengZi didn't found the point what the rulers wanted to accept.At the end of ZhanGuo Period after XunZi changed the″rule of virtue″completely the rulers accepted this thought.It had nine parts some of them stood for the common people but they were all rulers'yearning for ruling voic the rulers and their spokesmen all could not stood for the common people to develop this thought and pushed it to democracy.
