Abstract
Dumping and anti dumping are the results of the development of the International Trade(IT), with a history of 200 years. Particularly, in recent years, dumping and anti dumping are frequently used in international trade, influencing more and more greatly on the world trade and economy. Anti dumping, as a tough measure, is abused to restrict import, protect domestic properties and markets, which deepens the friction of trade. This paper analyzes the rationality of dumping and the harm caused by the unreasonable use of anti dumping and draws the conclusions: the dumping on the basis of free trade, comparative advantage and free competition should not be condemned, the protectionism, which makes use of anti dumping to restrict goods of other nations to enter its own domestic markets, should be abolished. Finally, the author offers effective measures to settle the disputes from dumping and anti dumping so as to give references to those engaged in import and export, enterprises, policy making and making of legislation of anti dumping.
