Abstract
Based on the present situation of public participation in China's urban management,this paper analyzes its patterns,actual effects and motivations,meanwhile,summarizing practices of foreign countries,in order to gain useful experience and inspiration. The article proposes a public full participation pattern in the whole process of urban management to replace the original government-oriented pattern,and provides practical suggestions for enhancing the effectiveness of public participation in urban management.
