Abstract
The plaintiff qualification of administrative litigation in disclosure of government information takes the legitimate rights and interests violationas logical starting point. As for publicity of government information on plaintiff qualifications,whether government initiated or applied for,it should have application from citizens,legal persons or other organizations. As for plaintiff qualification of personal information,they should be directly related to citizens,legal persons or other organizations. Otherwise,the government information disclosure violates trade secrets and personal privacy.
