An Analysis on Theory of State Sovereignty

To meet various challenges in the age of economic globalization, the article explores theory of sovereignty and puts forward two new terms from combining theory and practice of state sovereignty. One is the essence of sovereignty. The other is the exercise of sovereignty. The essence of sovereignty is the expression of sovereignty in the theory, and the exercise of sovereignty is the show of sovereignty in the practice. Based on these, it exams the relations between the essence and exercise of sovereignty in the historic development of sovereign theory and practice, and also probes the problems of identity and separation (or contradiction) between the essence and exercise of sovereignty. The sovereign knowledge of people and the development of sovereign theory are based on the understanding for sovereign identity. The main reason of the sovereign predicament is the separation between the essence and exercise of sovereignty in the practice. It is helpful to resolve the problem of sovereign predicament in the age of economic globalization to distinguish the essence and exercise of sovereignty.
