Abstract
It is very important for state enterprises to strengthen their culture in order to take part in the competence in economic globalization.culture of the enterprise will get twice the result with half the effort to the core competence in time of being combined by the strategic management,the organizational cooperation and the innovative capacity.This paper studies on the action of the culture of the enterprise in core competence during it comes into being.
