To be a world-class university, a university must perform its cultural function at a high level: It must endeavor to be a world-wide famous center of culture development, culture integration, culture innovation and culture communication. Several measures can be taken in order to create such a center: Concentrating on important issues, increasing investment, developing high-class institutes, establishing modern library, encouraging cultural exchange, and creating good academic environment.
