The right to health as a basic human right has been increasingly drawing massive attention worldwide.People hold different opinions about what kind of right it is.The right to health can be understood as both a positive right and a passive right.Its connotation is relatively stable as well as changeable.Some international consensuses on this issue have been reached along with the regional differences.It is a legal obligation but also a moral responsibility for the states.Whether or not it is indictable is still questionable.To make the jurisprudential characteristics of the right to health more clear is conducive to respecting,protecting and implementing the right to health.
