Abstract
It states the importance of the talents and the strategy of talents developing the educational institutes and the special meaning of the talents for the educational institutes.The higher educational institutes will not develop without the talents and the guide strategy of scientific talents idea.They should also develop new ways on training talents with high quality through the innovation of the working idea and management system.The higher educational institutes should find a new way which is suitable for their own by developing their advantages and persisting in the principle of introducing the talents and training the talents as a whole.
