From Jiaqing to Xuantong:The Evolution of News Policy of the Government in the Late Qing Dynasty

After undergoing the traditional feudal news policy in early Qing Dynasty,the government of late Qing Dynasty became in a quandary between admitting newspaper and forbidding newspaper during the period of Hundred Day of Reform.The public free speech was still forbidden until the period of New Policy, and formulated a series of news policies which kept up with the development of current situation,finally established modern news policy of late Qing Dynasty.This long standing and devious evolution procedure reflected lively the style changing from traditional to modern in Chinese society.
