On Building Socialist Political Civilization

It has a far reaching significance to write in political civilization to the report of the Sixteenth National Congress of the Party. For fulfilling the purpose of building socialist political civilization, we must properly balance political civilization, material civilization and spiritual civilization, attaching importance to all of them; we must have our feet firmly planted in our own practice instead of copying the democracy in the western countries; we must push forward the socialist democratic politics, and integrate the Partys leadership with the peoples right of being the master of their own affairs and with the administration of the country under the rule of law to press on with the political construction and the political system reform.
