Abstract

Keeping pace with the times and taking a broad and long-term view,the leading group of the Party Central Committee with Hu Jin-tao as its General Secretary proposed the scientific outlook of development and the magnificent goal of building a harmonious society.This goal has not only deepened our understanding of the theory of building socialism with Chinese characteristics and innovated the Party's concept of state management,but also has shown that the Party has lifted the building of its governance capacity to an unprecedented high level.It closely combines the Party's ideas of administration,state governance and society management into a complete system,which undoubtedly is a significant innovation.
