Abstract
In the Internet Age,Representative Democracy is the main mode of the national administrative law.However,it has obvious disadvantages and can not be spread across the country.To compensate for the deficiency of Representative Democracy,Participatory Democracy will definitely become a new paradigm of administrative law.Participatory Democracy can maximize the protection of citizens' participation rights.However,it has always been considered as micro democracy and can not reach the national level.The popularization of Internet breaks down the geographical and national boundaries effectively eliminates the information asymmetry and scale limits which hinders the Participatory Democracy,and provides a platform for broad participation in administrative law for citizens.The protection of citizens' information right,participation right,expression right and supervision right is the way to realize participatory democracy.
