Abstract
Using the Malmquist index method based on the DEA Model, this paper analyzes the dynamic changes of China's Fishery efficiency TFP during the period of 2002—2009,focusing on the technical efficiency, scale efficiency and pure technical efficiency.Further empirical study about the correlative factors and the difference in different areas is carried out for the Fishery efficiency of coastal provinces. The results show that fishery efficiency has improved significantly, but most of fishery efficiency caused by extensive technology progress. The comprehensive technical efficiency should be improved in the long time.According to the conclusion, this paper gives suggestions including enhancing technique input, improving management efficiency and sustainable development
