Abstract
The main problems of two magnitude scales are emphasized in this paper. Many questions in the work of determined ML and Ms are analysed and discussed. The local earthquake magnitude calculated by the calibration function system currently in effect shows a systematic deviation along with the epicenter distances. This function system is not suitable for the seismograph instrument of DD1.A large amount of data indicate that the surface-wave magnitude values determined by the Beijing formula tend to be higher than those reported by the main international seismological organizations . This formula is zero magnitude out of control on the distance 90(. It is a fundamental conception wrong that MS is calculated by the single horizontal component record. In view of the above-mentioned facts, it is necessary to establish a new calibration function system to determine ML and a new formula to determine MS.
