Abstract
From the view-point of organizational learning theory,to a certain extent,our mid-long term science technology plan is the structural of learning government by drawing up and bringing about far-reaching plan on national science technology,which is guided by government.This faction is just the most important process of plan.However,presently,some domestic scholars and government departments remain the understanding level of the effect on national science technology and economics for plan,while neglected important process significance.Based on organizational learning theory,and rounded keys to the matter of learning government construction,the article would approach the influence and significance of plan on learning government.
