On the Essence of Public Order Administration:Social Control

Through the studies of social control and public order administration in and out of China,we can see that they are inherently consistent.So they can be understood as one concept from different levels,and even we can say that public order administration is one of the measures to maintain social order.We should study the subjects,objects,norms,goals,and values of public order administration from the perspective of social control theory to reveal its inner contradictions and rules,that is,the essence of public order administration is social control.
