In the period of Emperor Hongwu and Yongle of the Ming Dynasty,the Ming Dynasty took measures of combining army with ogvernment and confering religious Leaders to exercise the management functions in Tibet,thus the different tactics of Tibetan policy were come into being in the Ming Dynasty.
