On the Main Problems of Human Resources Development in Science and Technology and its Countermeasures

A single system,orientation deviation,poor sustainable development,injustice in the allocation of public research resources,drop in the quality of production and low efficiency of development quality and so on are the main problems of human resources development in science and technology of China.Therefore,innovating development system,correcting orientation deviation,perfecting development standards and system,perfecting the system of the public research resources allocation and the academic achievement evaluation,focusing on building an innovation system of education must be carried out in order to reconstruct the true features of human resources development in science and technology,and to lay a solid guarantee for constructing innovation-oriented country.
