Abstract
The two years after Zhezong's ruling is a very important period which is related to the development of political life of Northern Song Dynasty. The arising of political confusion within the ruling class was an inevitable outcome with the function of various factors during the period of Empress Dowager Xiang's controlling imperial power. With the abortion of mediation and the arising of Chongning, the Northern Song's politics was thrown into deeper confusion.
